According to the Community policy, local guides should 'avoid taking identifiable images of people...' To do this, it's best just to wait until there are no people in sight. But sometimes this is not possible. That's where you need a blurring tool.
This is what the mosaic blurring tool can do.
Try squinting and you can hardly distinguish the two images.
Learn to blur faces and license plates to make them UN-identifiable by watching this 3:26 video Blurring (Android version). It uses the pre-installed gallery app on Huawei phones. Many other apps can do this including Snapseed. Unfortunately, the mosaic blurring tool is not (yet?) available in Google Photos. That would make life so much easier. Or if Google Maps would implement automatic blurring like in their Street View images.
Watch this video if you want to know how to stop Google Photos to start uploading your photos in the background. This is useful if you wish to do some editing locally before your images are uploaded to Google Photos for final processing. I turn off Background data to allow blurring faces and license plates locally with the mosaic tool.
